Need help with Manometer

So I bought this manometer from Amazon. It's called a tube in tube manometer. It was cheap. I wish I would of bought something better but this is what I have. So my buddy and I are arguing on how to use it. So I fill it to zero then adjust my pressure or so I get my specified pressure and be at 0 at the same time? I'm really confused and there are no directions anywhere. I attached a picture of what I got. Thanks in advance

Add water until at zero mark. I assume you are adjusting gas pressure. Adjust regulator until water is at desired pressure reading. You are establishing your zero reference only once when you initially add water. Only downside on these manometers from a service side is forgetting to empty all the water before storing in a service vehicle. The freeze cycle is the usual downfall.

But. When I adjust the pressure to my 11.5 wc water comes out of the top. Is this correct

The water is added to the outside tube. The inside tube is connected to the device being measured. What is the range on the outside? Most are capable of reading up to 15" which should handle propane. What is the scale on yours? If you are adjusting a gas regulator, backing the screw out usually lowers the pressure. Start at a lower setting that what you want and gradually turn screw clockwise to get correct pressure. Are you dealing with a bad regulator perhaps?

No Sir. I just installed the heater and had to convert over to LP. So I fill the big tube up to 0 and when I go in an out on the the screw the water level changes in the inside tube.

Sounds like you have a handle on the situation. Have you been able able to set your regulator? Sometimes you will get an air bubble but that will dissipate thru the top of the large tube.
