Need identifying CFL reliability issue (and where to buy them)

My house came with canned/recessed CFLs throughout various rooms.
In the last year or so I've been having intermittend start-up issues with the lights in the larger rooms. For example, the kitchen has 4 recessed CFLs as a cluster of 4 (one switch, 4 lights). When I turn the light switch ON, about 80% of the time not all 4 will light up. It's usually a random combination of 1, 2, or 3 lights that will turn on. They all seem to ignite (quick flicker), but then at least 1, sometimes 2 or 3, will stay off.

Now, I've tried interchanging the bulbs with different areas of the house without any success. The bulbs do not seem to be the problem. And it only seems to happen in areas where there are at least 4 bulbs tied to one switch. It also only happens from a "cold" start, i.e. the lights have been off for at least an hour or longer. It never happens when I quickly turn off the lights, then turn them back on.

My 2nd problem is that I can't find these CFLs anywhere in retail, so I can't even get a new set and try them out. The markings on them say:
"CXL PLC26/E/30-16". I've tried Home Depot and lowe's, but they didn't have them.

thye should have them, theyre over by the other fluorescent lamps not next to the screw in CFLs. The type of lamp you have is a 26W PL Fluorescent lamp.

OK, i will check it out this afternoon again.
So they are PL-C, 26W. Is the 30 for 3000K? Is there anything else I need to select?

the E is for extended life, i belive the 30 is 3000K and the 16 is the length
