My garage floor gets wet if some thing sit in one spot to long. So what im thinking is i have moister coming up throught the concrete. What can i use to seal it from coming up. Becouse i am going to epoxy it with Rustoleum

I am sure that those with more knowledge will answer this in greater detail, but I don't think there is anything you can do about this unless you want to take up the slab and put a moisture barrier down and re-pour the concrete. The moisture will cause problems with the epoxy and cause it to fail. Even the water-based epoxies recommend not painting when they fail the moisture test.

I would check for water laying near the foundation. Make sure downspouts are drained away from the building.

Just because you have moisture you do not need a vented tile floor, but make sure the tile allows airflow underneath it if that is what you end up using. I think some of replies here have been smelling there coating fumes too long!:lol_hitti

Nobody Home Depot sell a product for concrete. The can says good for 10 lbs of hydrostatic pressure ...So far so good on my blocks to floor joints.............
