Okay, I picked this up today. It works a little, but won't go up more than a few inches...

It's a 3.5 ton jack, made in China. It's missing half the handle, and possibly some other parts?

Is it worth rebuilding? If so, how much should it cost?

I paid $20 for it.

AH.. I found it John. Hmmm.. Well i actually have one of those in my shop for sale. It is a very complicated little piece. It actually has 2 sets of overloads, 1 for the quick lift and 1 for Power side. It Definitely looks awfull dry in that Fill hole.. I suspect the oil level might have something to do with the Lack of Lift. I would put some oil in it and see if that remedies the Problem, I suspect it has a leak somewhere (Or there is a Oil thief in your area) LOL. There not bad jacks and you seen them under many different color schemes including Craftsman and my main problem with them is the crazy handle and the fact that it only goes up to about 60 Degrees, Its all fine and dandy when the springs have enough Tension to keep it up, but when the wear the handle wants to find itself on the floor.

Does it appear to be complete to you? What you mean by crazy handle?

My impression was it seemed to have everything, but the rest of the handle.

On most jacks in the storage position the handle rests forward past 90 degrees towards the front. I'm sure that Michelin jack in the fore most rest position only goes to about 70 degrees towards the rear. As far as if it's complete? It appears it needs a fill plug and there was a cover plate that snapped into place in front of the handle.
