need opinion on pricing a 30 x 40 pole barn

Just curious if someone can advise me on how much is would cost to build a 30 x 40 pole barn as described below.
14' ceiling with full load bearing 2nd floor accessed by steps at rear of barn.
2 9 x 12 insulated garage doors
1 6 panel man door.
5 32 x 48 vinyl windows on ground level
2 23 x 48 vinyl windows on end walls on 2nd floor
concrete floor 4" on left side, 6" on right side (for a lift)
wired w/GFI to code 100 amp service 220 volts
interior paneled with OSB plywood - not sure if insulated.

I have a good change of purchasing such a building that sits on .78 acre in Ohio (where I live) and I obviously do not want to over offer/bid on the place. It's 17 years old, but you can't tell it by looking at it.
Also curious as to how one one would arrive at a "used" value for an older pole barn. When it came time to refinance my home, the appraiser valued my pole barn (same as above but with 8' ceiling) at $9000 and it cost $35,000 when built.

What I don't want to do is offer $40K because it would cost $65K to build and then find out it is really only worth $20K.

I think you have to look at the condition of the posts in the ground. If they are rotten or getting that way, the value is minimum to negative. I'd go with a screwdriver and try to push it into the posts near the ground. If there is *any yield* then no bueno.
