Need rope seal installation help

Does anyone know the procedure to install a rope seal? I am trying to reassemble my Walker Roll-A-Car and I am at a stand still with this part of the re-assembly. I have tried flattening it with a hammer, trying to use a "sleeve", compressing it with a piece of round bar stock but the tolerance between the cylinder and the ram are so tight my options are limited.

Lay it out and tap it flat. After you slide the ram past the seal into the cylinder you can take a punch and pack it into the space between the ram and cylinder. It should be adjustable, you just tighten the flange that holds it together enough to stop it from leaking. Be sure and soak the seal in oil before you install it.

Thats true for the outer seal but what about the inner packing?
