Need some advice for new building

I am building a 52 x 58' shop based on a steel building structure from worldwide steel buildings. I plan to order the kit they comes with the steel studs and the 6 mill plastic wrap insulation that gets pressed between the steel studs as you place the sides on the building. This leaves the steel studs exposed with the white plastic backing on the insulation visible on the inside of the shop. I like the industrial look and hadn't planned on covering the walls or ceiling for a while to save money and put it in other shop components. Here's my problem, I live in Texas so in the summers it can get to 106°. The entire building will be heated and cooled so that I can use it year around comfortably. I found out today that the insulation that comes with the building is R11 on both the walls and ceiling. The inside walls are 16 feet high and the roof pitch is a 6/12 meaning that the center of the roof will be 29 feet from the base of the floor. I am not an expert on insulation but from what I can read R 11 should be very poorly suited for 106° in Texas. The outside of the walls will be covered in limestone and the roof will be composite shingle. When I discussed this with the builder he advised spraying expanding foam insulation in the ceiling at a minimum and possibly even the walls. There are two problems with this suggestion that I am struggling with. First the cost. He estimates the walls will be $2.25 per square foot and the ceiling should be around $9000. We're looking at $15-$16,000. The second problem is that the foam insulation left uncovered is very unattractive. I priced covering it with metal roofing and that can range from $.65 per square foot for basic galvanized metal or up to a $1.25 per square foot for high-end colored roofing metal. So here is my dilemma that I need advice on. Do I just go with the R 11 that's included in the current price of the metal building. If the building supplier will upgrade the insulation to R13 in the walls and possibly R19 in the ceilings for little money should I do that? Or, should I go all in and foam spray the building and cover it with steel panels. The money is a big factor but so will ridiculous power bills. I welcome any advice. I also understand that sometimes it's better to take care of everything while the checkbook is open than to assume you will do it later, but again money does matter in this situation.
I have to decide fast so please speak your mind....

Upgrade the insulation through the supplier. It will be a much cheaper then the foam and will improve your building envelope tremendously. The next step would be to install rigid foam insulation panels and tape the seams. Then when you are ready to finish the interior you can go cover up with whatever material you wish. I would go ahead and rough in what ever wiring you will need for adaquate lighting. Hope this helps.

Do they have something more than R-13?....R-19? Kind of hard for us to decide your build. Hey, if you got the money, spray it all. Heating and cooling.....and insulation won't be cheaper next year!
