We are building a garage at my in-laws and are starting the stucco process. Guy just started installing the lath. My question is, I need to install the electrical boxes for the exterior lights and I am trying to figure out the correct way to install them. I want to especially make sure they are water "tight". The walls where the lights are going are shear paneled and he already has the paper up. So I know I could just put a flat pancake box on top of the paper, but am not sure if that is the best way. Any pros know the right way to do it?

Its done like any other rough in. Really the boxes should have been up before the sheathing so the carpenters could cut for them. Now you will have to use pancake boxes or cut in boxes and support them as needed. The stucco will be sealed up to the nox and the fixture or outlet covers will be gasketed to provide sealing

If you're cutting into the paper, I'd suggest putting a flashing above the box, so that water running down the wall cannot get back behind the paper on top of the box, and a drip edge below the box, so that water following the underside of the box does not have a path in.

I used the Arlington products on new construction, best feature was the new code for weatherproof cover to accommodate plugged in cord - was all recessed into wall.

For exterior lights i learned got a few boxes 90 degrees rotated and i had to mcguyver cross bar to mount the fixtures as desired.

Another tip for "new garage" - i wish i ran the low voltage Beam Sensor or opener switch inside the wall if you have an auto opener.
