Need some help figuring out sub panel

So I'm trying to wire up 240 in garage and when I hook everything up I'm only getting 120 so I check the bus bars and only one is hot. The white wire coming in to bus bar on left is 0 volts and the black one going to other bus is 120. Shouldn't they both be 120?

What do you get when you meter from the left lug to the right lug? you dont need to know what the line to neutral/ground voltage is if you want 240v.

Does the white wire come from the same cable jacket as the black wire on the right?

Yes white wire is coming from same as black one that's getting 120. So I guess my issue is somewhere before it gets to this panel?

I dont think they ran 2 hots in there. it looks like they split the line with the bottom middle red wire nut to the 2 lugs.

yeah you need to go to the feeding panel and see how its hooked up. my guess is they ran 120v to this panel...but didnt know what they were doing and connected the neutral to the ungrounded conductor lug

this whole panel needs to be gutted and rewired...

I don't think I'd replace the panel if it meets your needs. It looks like its still the latest generation of QO panel so you can get breakers.

I would however rip out the feed and re do it instead of salvaging anything. Who knows what they did there and I' not want to spend much time figuring it out.

Dangerous. Looks like they used all 3 wires from a Romex to feed into the panel.

Tear it out and start over, not even sure the panel is salvageable but the breakers certainly are not.

Sub panels are inexpensive, rip it out and start over from scratch.... Do it once and do it right.

LOL it is a 120 volt panel... only 1 hot feed and one neutral/ground feed. It will only be a 120 volt panel with 1 hot bus bar. if you wanted 220 you would have to run a new feed and a new panel.

Feed it from a 2p breaker in the main.
