Need some help identifying old Firemans tool

Can anyone help identify this tool. I think it is Fireman related, but I cannot find any info about it. Thanks.

It appears to be a folding pin lug spanner wrench for loosening tight hose couplings. Likely vintage as fire hose couplings have not used pin lugs in quite some time. The "H&L 166" may very well be (Hook &) Ladder 166 of the FDNY. can you post a photo of the stampings on the other arm? Cool find BTW.

As toolmutt said, a folding spanner for pin lug style hose couplings-looks like brass which would indicate an old one. This is a small folding spanner that a firefighter might have bought for his personal gear and kept in his turnout coat. With a number that high it may very well have been used in an FDNY ladder company. 166 Truck is still an active FDNY ladder company and is located in the Coney Island section of Brooklyn
