Need some help testing an automotive battery charger

I have a Schumacher SE-520MA 2/10 amp battery charger that can be selected to be either manual and automatic to charge a 12v automotive battery.

When I attempt to charge a battery in any setting the needle always moves to the far left when power is turned on even when the battery is not fully charged. If I put the charger in 10amps the needle moves to the extreme left to the max where it can go as if it is trying to go beyond the limiter. In 10amp the full charge light is on and in 2amp the full charge light is off. I'm getting power to the positive and negative charging cables. How can I test the amp meter? Maybe the meter is bad.

I just found this video. I suspect that the circuit breaker is the problem after having watched this.
