Need Suggestions On Hanging Material Shelves

So i picked these shelves up from Lowes out of the deals thread and i planned to hang them in my basement workshop to help free up some space in the shed and between joists where i store most of my wood/metal raw material. I bought 3 sets of 2 shelves and i plan to do 4-5 across this wall at different widths to accommodate both long and short material.

My idea was to just use some tapcon's in the wall but i quickly found out that because the wall is not even whatsoever its not working out so good. I tried shimming with washers where the shelf's 3 points of contact on the wall are to pick up the highs and lows but its still kind of sketchy. Does anyone think i need to attach 2x4's to the wall first and then the shelves to the 2x4 itself? Better suggestions? I dont really care if its perfectly plum just as long as each shelf is the same height so the weight of the material will be supported evenly by each shelf.

I am also experiencing some issues where i can drill just fine into the concrete but when i go to set the tapcon it just stops about halfway in and after a little more persuasion it just snaps off. I have tried the included bit and also another 3/16ths masonary bit i had but no dice. I am using 1/4"x3.25" tapcons with about 1.75" engagement depth.

If the concrete is too tough for the tapcons, use masonsry anchors. If you don't want washer shims or a lathing strip,maybe you could level the wall with sime kind of concrete patch. Smear it on and use a board to even it out, like they do when it is horizontal. Just a thought.
