Need Suggestions on How to Improve This Cart's Capabilities

I picked up two of these carts for $30 each. They're great for servicing as a temporary table/bench and move around easily on 4 casters. Problem is I would like to add an extra shelf, or what would be ideal is to have a couple of sliding drawers added. ONLY problem is I don't know the best way to do that so I thought I would ask all you smart folk what your ideas would be to improve the capability of the carts. Dimensions on the cart is 20 inches wide, 34 inches long and 24 inches from the bottom shelf to the top shelf.

I suspect a midchest tool box could be put under the top for $40 or so. Use angle iron to mount it and you'd have a good start.

I also recommend some simple hooks- simple bent strap steel would work, for holding extension cords. Maybe put an outlet strip on one leg and you'll have a nice mobile work station with power where you need it.
