Meaningful HD issued discount coupons are very rare.
Your best bet is to try and get a "real" Lowes coupon and get HD to match it.
It usually has to be a real coupon vs. an internet printout. Some have had success with HF coupons but it's a huge YMMV.

In this area HD and Lowes give 10% Military discount to both active and former members.
If you can pickup in store I would recommend getting a printable 10% off lowes coupon and taking it to get it matched. I have done that a bunch of time at HD. I usually get them from http://www.mycheapcoupons.com/ for a few bucks
I've found over the past 6 months or so that Home Depot is marking a lot of items exempt from the military discount. In plumbing almost nothing gets the discount any more. You can tell what is eligible by checking your receipt, any item with a < M > next to it gets the discount, all others do not.

You can sign up with lowes moving and say you had just moved. You will receive a 10% off coupon in a day or so .
Like above poster said- post office has them in the change of address packets but not sure if they would just hand them out or not.

You can buy them cheaply on ebay......just be sure you buy an auction with physical lowes coupon cards and not pdf's that you print.
The packets at the post office no longer contain a coupon. The last time I picked a couple up, they only had codes in them that you put in online to get the coupon emailed to you. Basically, it is the same as going online and filling out the form saying you moved.

It's not a coupon, but if you've got a ballpark idea of what your cost will be, you can buy gift cards from cardpool.com and save yourself 9%. I just tried them out last night and bought the electronic gift cards, which they say can take 1 business day to receive, but I received mine immediately and made a purchase with them this afternoon.

If you can buy online, you can get the best deal.
1). Use a cash back site like fatwallet or shop discover (5%) if you have a discover card. If you use shop discover, don't pay with your discover card, use a different CC, otherwise you will only get CB on the amount you charge, not the total.
2). Try to pay with as many gift cards as you can that you bought at a discount, as advised above.
3). Once order is placed, call HD customer service for online orders and tell them you have a 10% Lowes movers coupon and they will adjust your total.
You just stacked 3 discounts.
