I have a 60 year old building with no plastic under the slab. The rear of the building is under grade around 3 feet.I would like to paint the floor and need to know what product will hold up and stay down.I have read a lot of post and can't find the info I need. I have had objects on the floor and didn't see any water under them when I picked them up. I have not done a test on the floor yet. Please help if you can.

You need to use a product called Hydra-Seal or Hydra-Lock.. It's made by Endur - O- Seal USA.. We use them in the same situation as you described.

Endur-O-Seal offers sealers that will permanently seal Cement capillaries and no longer allow water, water vapor or gasses to get into your Slab. It uses the porosity of the concrete to deliver the sealer deep inside the concrete and then expand into these capillaries as it hardens into insoluble silicate minerals. (Silicates are the "binders" of concrete.)

Here is the Website

Our Super Single product will work just fine in those applications. As long as there is not STANDING water when you put it down.
