Need to remove Glue and Burlap from concrete

We are remodeling our offices at work and we are polishing the concrete floors in all the common areas. We had no problems on our second floor as the concrete was good under the carpet. However, on the first floor, we are finding Burlap glued down to the concrete under the carpet and we can't get it removed. We tried to grind it off and it just gummed up the grinders and made a big mess. We are looking for an adhesive remover that is low or no-odor if possible as we are still occupying the office during construction.

You could try some of these enviromentally friendly green paint sprippers. Aircraft stripper would probably work but it definitely has fumes. Beyond that is may have to be scraped with a floor scraper.

That looks like old carpet backer & glue that wasn't removed before the new carpet went on.
How much area is involved? a good 4" scraper works well if there's not tons of sqft to do

I believe the first floor is something like 40k sq/ft, but only the common areas (lobby, our store front, hallways, conference rooms, etc.) will get polished floors, the individual offices will get carpet.
