Opening split rings.

What the wizard said.

Although the pliers pictured above appear to be capable of opening split rings I think technically "split ring pliers" have one flat side and one hooked side.

Do you think that opening split rings was the original intent? Or some kind of body parts tool?

Good point. I didn't look at the photo in the OP closely enough. The split ring pliers I have look more like the ones you posted.

I finally found the pliers in the 1975 Craftsman tool catalog so I'll answer my own question.

The description reads:

Electronic Pliers
Duck-bill flat, 8 in. long.
Use to bend or twist wire or flat springs. $5.47.

Although they do appear to be pretty handy for opening split rings.
