neutral bus bonding jumper ?

When installing a service disconnect meter base, then using a 4 wire setup to connect to the main panel, is the main panel then treated as a sub panel with the neutral bus bonding jumper removed?

The neutral and ground wire are tied to the same bus in the meter base. Thanks, Russ

Thanks, That is what I was thinking. For some reason I thought I took the jumper out, but noticed last night that I didn't. I will have to remove it.
