I had www.ledlightingsupply.com run a calculator for my on the software they use. If you're specific and know what type of light you want and foot-candles you need, that helps too but is not needed.
If you already know the lights and FC's and want to do it yourself, you can do the layout and calculation on the Acuity Brands Visual Interior Tool software www.visual-3d.com/tools/interior/ which is free and pretty straight forward.

More is better, you can always turn them off if there is too much light. Perhaps have them on 2 different circuits, one for each bay or every other light.
In my 25' x 27' x 12' ceilings garage, I went with 6 LED strip lights. https://www.lowes.com/pd/Lithonia-Lighting-FML4W-LED-Wraparound/1002710072 -- I got them on sale for $50 each.
Plenty bright enough.
