New Deck Issue

What is considered acceptable tolerance to meet an existing porch? 16X 20 deck with a 8X16 one step down. Contract with contractor says meet existing concrete porch. Foreman was told, when asked, to meet existing elevation of porch. It is 1"lower than existing porch. Am I making a big deal of nothing? Should a competent crew be able to get within 1/4"? Any contractors/builders?

Either flush or a deliberate step. Nothing in between.
