New garage floor prep and coating

So this concrete is 6+ months old now and I need to finish the thing out. After I scrape and power wash all the **** off from the drywall clowns..

The concrete guys really did a number on this thing. It was drizzling/sprinkling rain when they poured and they were out there all weekend throwing powder on it and running the big power trowel deal. It turned out decent for the most part but there's rough areas and this top "layer" that is fairly brittle in places.

I'm trying to decide on what primer, epoxy and poly top coat to use but I am thinking beforehand I need to (obviously clean it up), maybe spread some concrete patch over those chipped out spots and then do something like concrete emulsifier?

Any advice is greatly appreciated, I don't want to spend a bunch painting it only to have it pull or chip up everywhere!

It can be saved. Get up close and personal with a diamond grinder.
Make sure you don't breathe any of the dust, you will have a ton of dust.

All the weakness needs to go. If this is too much for you...see one of the vendors on the forum that deal in poly-tile, they will give you the best deal.

Thanks for the reply. I was afraid of that, screwed by yet another "contractor". The floor is close to 900 sq ft, I think I'll be taking the contractor to court before I go fix more shoddy work that I paid top dollar for!

We had similar problems when we poured our slab, but we were novices. I had to hand grind our 500 sqft floor with a 7" diamond cup I picked on the cheap at HF. Very dusty and labor intensive but necessary, the depot will rent an up rite grinder and diamond wheel but I judged it too expensive for our budget. So far a year plus later and the Devoe epoxy and acrylic clear are holding up great.
