New Lights Delayed Start

Last weekend I purchased some lights for my three car garage 12ea T5HO four foot lights and 2ea T5HO eight foot lights.

My garage is less than a year old and has a 15 amp circuit for the lighting, this includes 2ea T8 four foot fixtures in the garage, 2ea 60watt bulbs in the attic, 2ea 60watt bulbs on the front of the garage and 1ea T8 four foot fixture in the mud room.

In the garage I removed the two T8 fixtures and replaced them with the T5HO lights I linked above. My plan is to add another 15 amp circuit for any additional lights beyond the existing ones I have replaced. Now when I turn on the light switch there is a noticeable delay before it lights. Its by no means a deal breaker for the amount of light these fixtures put out, its only a concern for me if it is normal. I have never seen a delayed start with a solid state ballast, but I have also never seen a T5HO turned on and off. The delay is about 1 second and during that time you can visibly see the tubes lighting off at the ends. Does anyone have experience with these lights or know if this is normal?

Do the ballasts have anything written on them saying they are "programmed start" ? If they do, then yes it's normal.
