New register - no airflow

We just had all new HVAC installed back in August: furnace, ducts, added AC. Everything is working fine and it passed the HERS testing and the city inspection, but they had not replaced all of the registers. So they finally came out and swapped them all so they matched and in our back hall near a half bath, there is a box inside the wall that feeds two wall registers, one on either side of the wall. Well, the new registers they installed didn't cover the cutouts in the drywall entirely, so I had them come back with two that had slightly larger flanges. So those are installed, but now the register in the half bath has zero airflow. The register is not too deep, I checked that. The register in the hallway flows plenty, maybe even more than it did with the original 1960's register.

What about a register could change the airflow that much?

Oh, BTW, I've contacted the company that did the install. No response yet. My contact there has since moved to another state.

is there a damper on it that is closed?
would it be hard to remove it from the wall and look for an obstruction?

Since they are both feeding off the same duct and one side is OK, I don't see how it could be a damper issue. I don't think it would be too hard to take it off. It just seems so bizarre unless the guy dropped something down in there while the register was off.

No damper on this model, just aluminum vanes that you can move to direct or reduce the flow. I can look for packing material. It's a possibility.

Tried that when I first discovered the problem. The other side is probably 70% closed. Didn’t help. Finally got in touch with the HVAC company. They are coming out today to look at it.

Survey says - the tape that they used to seal the register box was blocking the airflow on the one side. How that happened when they changed the register is beyond me, but it's fixed now.
