So I’m looking into building a new shop behind my house and want some opinions as I’m kind of lost on what direction to go. I’m looking to build a 15x30 which is as big as I can do in my lot. The city code requires brick, masonry, or stucco siding if I do a metal building. Or I could just build using cinder blocks. What do you guys think?

I found out in my county if I build within a certain distance to property line I am required to have a 1 hour fire coded wall.

Cheapest route may be to do cmu's, with a stucco finish on the exterior. Would be nice and solid, and should help to stay cool inside in the summer heat. Or, depending on the finish on your house, cmu with brick front, and stucco on the sides and back.
