No, you can start thread with no posts, unless it's a classified or wanted ad. If that's the case, you need 100 posts or become an Alliance member.
The issue is that you linked ebay ads in your very first post. That would be typical of spammers/scammer so it was deleted by a Mod or Admin.

What I want to know is how to ask a value question on the ebay item I listed. Where should I ask that? In the "General Tool Discussion"?
Post the question in that section but drop the links and you should be OK.
