If you are going to use Rustoleum epoxy, use the Industrial version. It is much more durable and I think it only comes in a light gray color.

For new concrete just be sure to check the moisture levels and make sure it is at least 30 days old before you lay the epoxy.

Vapor barrier

If the slab hasn't been poured, add a vapor barrier under it.

Whats the best way to do this? Add a plastic tarp under the slab? I am adding a little shed to my moms house and this sounds like a good idea to do.

Correct. A minimum 4 mil poly will work. 6 Mil is better.
