I am finally taking bids on putting up a workshop. It will be a 30x50 with a
25x30 carport on front all metal. One guy said he wil put up a bolt up or a weld up frame. My question is-Which way is the best? Like to know is there a difference.

I would look at a builder who does weldup frames. If you get a bolt up, you do not have as much flexibility. What part of Texas?

I had to make the same choice for my 30 x 50 and choose to go with welded. It was cheaper but had the same strength and wind ratings as the bolt together. Could not be happier about the outcome.
