At my former job they used a home made spline rolling head on a cnc lathe. Part of the black art procedures they developed was setting the rolls to proper diameter. Their method was to turn the wheel held in a yoke into the part at a precise pre-turned diameter with an allen wrench. The torque measurement was simply HOW MUCH YOUR THUMB HURT as you used the short leg of the allen wrench to turn in the screw locking.
I would have much preferred some means more scientific and measurable, like possibly the attached mini-torque wrench.
Too late to help me, as I left that job, but it's still nice to know such specialized tools exist at all on this planet!
