no 3 mf co & drill bit question

got this 8 oz plumb bob at the pawn shop.
it says no 3 mf co 8 oz made in usa on it and that is it.
anybody know what the no 3 mf co is?

also, it is attached to the hilti 1/4 drill bit shown.
what is a drill bit like this used for?
looks funky to me.

I'm thinking it's just the #3 size plumb bob made by MF Co. Don't know.

The bit is an SDS Hilti bit. (also spelled $D$)

I got a dollar that says "MF" stands for Millers Falls.

On Edit: Maybe not. I googled it and the Millers Falls are marked with the full name.
