Helped a friend do some painting on his house (pretend its a garage) and some of the caulking would not harden . The latex stuff was fine but this stuff was 3 days old now and as soft as if it were just applied. Silicone was old like something seperated ? Wiped it off as best we could and wiped it down with some household wipes (alcohol?) but what paint went over it comes right off.
Any ideas what type of solvent to use to remove residue ?

Old silicone caulking will do that, had that happen to me. What I did was peel & wipe everything I could then spray some brake cleaner on a rag for the residue and re-caulk with some good stuff. Make sure you look at the expiration date on the tube as the stuff I had that was bad was maybe 8-9 mo's past that date.

Is it DAP brand? A while back they released a bunch of caulk that was defective, had some shower sealer that did the same thing. Was a pain to clean up too. Use a razor blade ro cut/scrape away what you can.

The paint store or even Home Depot sells a product called Willbond. Put some on a rag and wipe the area you want to paint. It stops paint from "crawling"
