Non Shrinking Caulk

My sill plate sits off the top of the stem wall about a 1/4 inch. I'm assuming this is due to a gasket under there. Whats the best caulk to fill this gap in with? Latex caulk tends to shrink and crack, and silicon can't be painted?

Try some White Lightning 3006 caulk, it works 10x better than the standard DAP caulk. We did every seam in the house with it 2 yrs ago and it's still great..no cracking at all. And it paints just fine.

PL polyurethane caulk. I've used paintable silicones, and even the GE 5000 shrank (and I'm a HUGE fan of GE silicone II, but that is not paintable)
