non working snap-on charger

i have 2 -of these snap-on chargers that dont work /i fied one that had a loose /broken wire /but give up again ! where do i start and use what procedure to repair one ?ive got a meter tester ! can somebody give me a run down on cking one out ? hate to ship it somewhere/price will kill me ! thanks mike
