Normalizing /insulating a sloped floor

This is not exactly a garage floor,

I have a space that is roughly 18X24 that was a wash down area with a drain in the middle of the floor. I would like to raise the floor and insuate it for an office. The floor is concrete and slopes 3~5 inches or so. Using 2X6 as a start would foam board/rock wool or something else be a good insulator the weather here is from 100+ summers to zeros in winter

Are you wanting a concrete floor or would it be possible to lay 2x4s across with shimmed 2x4/6/? under to support & have a wood floor? Easy to insulate, even blow it in & cover with T&G & flooring of choice.
