I picked up this what looks to be a nos or very lightly used
Montgomery Ward socket set at a sale this weekend. The
green hammered paint is still mint after a long storage in
original box.

The Wright 'Tootsie-Roll' ratchet.

I have a 3/8" metric socket set bought new in the mid-1960's and given to me as a present, because I wanted to work on the family's VW Beetle cabriolet, bought new. I still havethe socket set and I use it frequently, it's still the set I reach-for when I'm working on one of my vintage metric-fastener motorcycles. It came-with a 'Tootsie-Roll' ratchet.

Eye candy! Nice find, Marty.

What era is that, Don? Early 60s?

With the lack of Wards catalog info, it’s difficult to date the sets. I’m a little surprised by the lack of Powr-Kraft branding on the box. Maybe mrbill can comment on when these tootsie roll ratchets with the unusual selectors were made by Wright.

The interesting thing to me is these sets lacked "Made in USA" labeling but were in fact USA made by Wright. I can't believe, particularly in that period when Japan product was beginning to be introduced, that they didn't find it important enough to execute on the tools.

The sockets shown in the 1961 Farm Book look like they were Indestro sourced so the OP’s set is likely newer than that.
Although the drive tools did not show a COO, some of the other tools did. These Thorsen sourced wrenches and the snips certainly did.
