Not a happy new member! Help!

I had a 26x35 garage pad poured 28 days ago. It's been a disaster from the beginning. It cracked in the center portion across the entire 26 feet. 3 weeks later I noticed more cracks going lengthwise off the first crack. And tonight I noticed the concrete is literally starting to break-out like a teenager! Even worse, it's starting to dip and wave all over the entire floor. It's really bad by the garage door opening... it's noticeable to the eye and brushing over with your feet... It just plain looks like garbage.

Can anyone tell me technically why this is happening! I was told to wait 4 weeks to drive on it. Thursday will be exactly 4 weeks. I've been driving on the driveway for a few days now, and the driveway is fine.

The garage pad has (3) 300ft runs of PEX for the floor heating as well. I've called the inspector and the garage was poured to city code. 12 inches down and 12 inches wide on the perimeter. The back wall had to be formed and concrete was literally pitched to raise the back 3 1/2 feet since my yard dips down. Then several tons of C6 fill was brought in and dumped to make the grade... He said he tamped it, but it for sure was not tamped every 2-4 inches, because I seen them working. They did not cut expansion joints into the floor and he told me it would crack. And it certainly has.

More problems existed when they didn't kick the back wall well enough and it blew out when the pad crete was being poured in. Also, the pad was off center by one inch, therefore he moved the pad over to the right one inch and now I have a nasty looking overhang with grinder cuts all over it... not to mention the initial "retaining wall" looks like a piece of cheese with pocket holes all over it.

I'm calling my lawyer tomorrow... I do have pics but they are only on my phone at the moment.

Any expert suggestions please post!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!

Is the work being done by a licensed contractor or are you doing this as owner builder? Expansion joints or saw kerf cuts should have been done, normally on a 10'x10' grid to keep your cracking to minimum. Compacting the fill was a very important thing to do and i hope that was done.
I am not sure what you mean by dipping and weaving.
All you have is the slab right now, or is there framing on it?
do not hand out any more checks at this point.

I have poured hundreds of bases and have only seen this on sites that someone else has prepared for us and it's nearly always that the sub base has not been compacted properly. How thick is the concrete in the centre the contractor may have cut corners by raisng the sub base and putting less concrete in.
