Not Allowed to Reply to a Specific Thread

Replying to other messages seems OK, but when I tried to reply to this one: http://www.garagejournal.com/forum/showthread.php?t=175946

I get this:

Made in USA forum is the same way. It's apparently meant more as an "informational" source, than a discussion area.
