It's a saw jointer. Not ashamed to say I only bought it at the flea market (for peanuts) because I was wondering WTF it was. I guessed on the Garage Sale thread, where I always report everything first, that it had something to do with sharpening hand saws, because it was in a box full of... you guessed it, antique saw sets, hand saw vises, and other sawdustmakers' tools.
The "PAT'D SEP 8 1903" marking refers to John (Welcome Back) Cotter, 988,290, and the "MAR 28 1911" marking refers to William Potter, 738,354. Both were assignors to E.C. Stearns, which I am sure is the illegible marking on the flipside.
