(Yes, I know, the attached pic is not oriented correctly. Was fine as a file on my desktop but it didn't make the transfer to this program very will if the thumbnail is any indication.)

The inner part is the nut? How much play, side to side and vertically is common?

Next, how is that center part (nut?) removed and more importantly, secured back in place?

And I don't remember if it shows in this pic, but yes a PO spray painted the entire inside. I removed most of it for the simple reason it was offensive. (I'm a sensitive guy.) :)

Thanks again for the benefit of your experience.

That little round cylindrical piece in front of the center part is a pin that extends through the base of the vice. You pull that out (up) and then the whole center piece slides out.

I thought as much, but it didn't budge by hand so I tapped it lightly from underneath and that proved unsuccessful as well. There's another pin that's about 3/32" dia. centered in the larger one. Does that smaller one keep the larger secured in place? The smaller looks like it's been deformed on top, maybe to keep it and the larger in place?

Hit it harder.

Push the main nut as far forward as possible so it's not causing pressure against the pin, then whack the pin from the bottom with a proper sized punch

Thanks. I tend to be cautious. Good to know I could have used the punch a little more aggressively.

Yes, they should all have a thru-hole and you just use a punch on the bottom side and get a big hammer and have at it...

Up/Down & Side-to-Side play on the vise nut is okay. Sometimes things don't align quite right so if you shim it up then your mainscrew can bind. It's the front/back play you want to minimize, which is why sometimes those pins can be bent forward a little pushing against the nut.
