Picked it up for $3 , it doesn't look like any other wf21 I can find a picture of. It doesn't look like a ball detent more like a pin detent.
Looking at the end of the handle, it's been modified. It looks like that's where a spinning knob was mounted. My guess is the ratchet was part of the Bell System cable tool.
So it was the handle off this ?
It will come apart, you just have to take the tool apart, then remove the ratchet from the shaft that it drives. I have never taken one apart, but I would guess that your ratchet may have had the square drive replaced at some point.
I have a Snap-On 1/4" drive ratchet that is not marked Snap-On, and has no gut to the quick release or a ball detent. It was made to tighten aircraft blind rivets and originally was permanently attached to the socket. Your ratchet may have been a similar special purpose tool. It may have had a spinner handle (like the Bell System tool) or it may have used the same forging and had the handle removed.
At any rate, it is an interesting variation!
