Got these today and don't have any idea what they're for. Figured electrical but they don't match up with the usual wire cutters I've used. They're actually more like shears you'd use to do gardening(or a century ago shear sheep), two slightly offset parallel blades that pass over one another to cut(basically they're short scissors)instead of like normal wire cutters where the blades converge on a point and pinch the wire.

Thought I'd clean them up and there'd be a mfg stamping on the face but there isn't. Only thing I found was forge stamps on the inside faces of the arms and what I assume was someone's user(Dremel/engraved name) mark on the outside of the arm.

Anybody know anything about their purpose or recognize the forge markings?
