Anyone know what this tool is called and what it’s use may have been ?

I was thinking some sort of valve key for some sort of tank but I can’t think of any type of tanks it could be used on and why the need for the square hole in the one part and the square long part coming off of the handle part

Pipe plug removal tool ? Could do both male and female pipe plugs, if the square sections are the right size.

It is a valve on-off tool for an old gas tanker truck.
I had a tanker truck that had one that turned the valve on to let the gas floww out to fill underground tanks.
