Oddball Armstrong Wrench

I found this Armstrong Wrench for $1 at the flea market and couldn't pass it up. It is stamped "T-4 Columbus Shock Absorbers" on the back. I think it is to hold the oblong end of the threaded stem on a shock absorber to keep it from turning while tightening the nut.
