^^^ That's an Orbital Sander attachment for a Black & Decker electric drill.
I've got a later one from the mid 70's? (complete with original cardboard box) that has the main body made from plastic.

B&D also did a circular saw attachment that could be used with their electric drill once the chuck had been removed. I've got one of these from the mid '70's also.

B&D also did an accessory that held an electric drill and converted it into a bench drill (drill-press). I've got one of these, also from the mid '70's.

I’m asking is this practical, or a gimmick tool. Seems to me (without trying it out yet), that the position of the drill handle and the center of mass are wrong for a sander. I ran it at the store about three tenths of a second. Very noisy. I believe the attachment is supposed to say something about adjusting the drill body height in the adapter plate so it doesn’t wear the letters off whilst making awful sounds...but I could be wrong. I really like how the sander body looks like an old Bumper Car! How old anybody figure it is?

I used to work for B&D
That type of thing was generally aimed at the low end home market that used tools once a year.
Not a gimmick but a low end tool.
