I have one like that with a rubber handle. It is a Titan and came from a JD dealer. Mine is a 1/2 x 3/8, but they make a 1/4 x 3/8 also.

Looks like one of many different "brands" who use OEM tools from ROTAR; just my guess... but the selector looks like all of the ratchets I see from: Titan, Toptul, etc.
