Oil burner thimble question

Redid my chimney a few weeks back. Had to take the pipe out of the chimney in the cellar. The installers screwed the pipe to the thimble and then mortared it in. That’s wrong right? Pipe should be able to be removed from thimble without destroying mortar? Also is there a rule of thumb for how long new thimble should extend into chimney? It is currently unlined.

The thimble should extend to the vertical portion of the flue. The vent connector should be removable for inspection and cleaning purposes.
