Oil level on Wagner motor

I posted this in the wrong forum and found this is the correct one.This is the motor that was with the CM planer I got today. Before I took it I plugged it in for a minutes to see if it worked and it ran so smooth and quiet.
What should the oil level be on these motors and what type of oil? I took off the cap and put a qtip down to the bottom and there wasn't much on the cotton when I pulled it out. Should the oil be up to the flat part where the qtip is in the picture?
The brushes pop up shortly after stating and when it powers down to a slower speed the brushes pop back down.

Ifn the felt goes all the way around then up to that (q-tip) level should be fine. 10-30 oil should be fine for that.
