oily substance seeping thru the floor

I was wondering is anyone had any idea what this might be ... i noticed there is oily substance seeping thru the floor ... i cleaned it a few times.. every morning is back... it is not fuel oil ... is odorless and colorless ... it is like a oily water.. I appreciate any info anyone might have.

Probably just some toxic waste.

A bit more information could have been supplied like where, consistancy, could it be from above, new build or old, new to you place or you been there for years, This floor is it above you or below you? What material is the floor made of?

sorry.. for not providing enough information. It is a oily water seeping thru the ground thru the tile ..in the basement. I have been living here for 13 years..not sure where to start to get help... thanks for all your help.
