Ok, Im Stumped, What Is It?

Found this in a toolbox while going through my Grandfather's estate this weekend. I have no idea what it is, and neither did anybody else in my family. Let's see if any of you can solve the mystery.

No name on it. Only text is 2PH. It is about 5" long.

Might a sampling spoon. Easy to carry in pocket and holds a sample size. Grain mills take samples to determine number of weed seeds and debris as a percentage of the load. Also allows humidity sample of grain.
My guess.

My guess.
It would be awfully heavy for that. It is pretty hefty steel, and there really isn't any pocket for anything to sit in.

There used to be “moveable” pot handles that looked sorta like that. They’d clamp onto the edge of a pot to lift it when a built-in handle wasn’t available. But those have a distinct hook design in front of the pivot (that yours doesn't appear to have) and they were made of stamped metal, not cast.

Could it be some type of puller? Such as Romex? My Grandpa was in construction but also had a farm, so maybe that will help narrow it down.

So, what happens on the left edge when you open it from pic #1. Is there an Edge that can clamp something, cut something? If clamping, it should open when the device is open and shrink down when flipped closed. If a pot lifter, I would expect it to have an overbite, and pull back as it closes to create the clamp.

Anything inside the cavity on the upper piece from pic #1?

When closed, it leaves about a 1/16th to 1/8th gap between parts. There is no recess or pocket. I will try to get more pictures when I get back home.

Is there an award for stumping the Garage Journal? Doesn't happen very often. :lol_hitti

Looks like a lead stretcher for stained glass work. My wife has one in her workshop. You use them to stretch the crooked/bent pieces straight so they are ready to use. You also use them to change the size of the grove in the lead to fit thinner glass pieces.

Gonna take a guess...

This might be some kind of seedling digger, used for planting/lifting seeds in a sapling tray. Look at the scoop on the lower part of the left tool. Very similar shape.

Well, it’s obviously a wire crimper made especially for 2 phase electrical systems, as you can see by the stamping.

Crud, I was wondering electricians fish tape on the way home, but drain snake never crossed my mind. Mine is round, not flat.
