OK Proto Experts ID This

I have some sort of what looks like a partial Proto tool. It has No. 136 stamped into it and has a smooth bore. I have googled it but all I am coming up with is a wrench for the number.

Not an expert but it looks to me like a seal or bushing driver.

yes swaging tool , if it were a bushing or seal driver the steps would be 90 degrees
