The reel is about 4" and has a spring loaded catch/internal windup retraction spring, similar to a tape measure.
It appears to be designed to be suspended by the loop and has two brass chains, that hang over rollers and extend downward and even though they now only 3 and 4' long, with the open space on the reel, they could easily be much longer.
It has large B&H on it (assume that's the mfgr) LC on the reel and patent dates of 9/1887 and 9/1886
